BRISBANE, Feb 8 AAP - Queensland has announced changes to its crocodile management
plan despite the government being cleared of blame for two fatal attacks.

Sustainability Minister Andrew McNamara said a review into the Environmental Protection
Agency's (EPA) program meant more rogue crocodiles would be removed and a research program
would be axed.

The review was mounted after an anonymous whistleblower claimed the crocodile that
killed Barry Jefferies in Cape York's Lakefield National Park in 2005 and Arthur Booker

VIC:Semi pushes car 100m on Melb freeway

MELBOURNE, Dec 6 AAP - A woman has escaped with little more than a knee scrape after
her car was rammed sideways by a semi-trailer for 100 metres along a busy Melbourne freeway
during morning peak hour.

The semi-trailer shunted the woman's car from behind on the Monash Freeway, knocking
it sideways with the driver's side forced against the truck's bullbar.

The car was pushed more than 100 metres along the freeway as the truck driver applied the brakes.

Paramedics said the 56-year-old woman was incredibly lucky to walk away from the collision,
which occurred at Mount Waverley in Melbourne's southeast just before 8am (AEDT) on Tuesday.

"She was extremely shaken by what happened, which is understandable, but remarkably
she came out with just a graze to her knee," paramedic Alex Currie said.

"Her biggest fear, she said, being dragged by the truck, just one little movement and
she would've been pushed in front of oncoming traffic and who knows what would have happened."

She was taken to Box Hill Hospital in a stable condition.

Fed: Three rescue teams searching for PNG plane

Three separate rescue parties are on their way to the plane that's crashed in dense
jungle in Papua New Guinea with 13 people on board.

Australian Foreign Minister STEPHEN SMITH has told parliament there are grave concerns
for the nine Australians .. three Papua New Guineans and one Japanese tourist.

The Airlines PNG flight CG4684 went missing en route to Kokoda village yesterday morning.

Eight of the Australians were with the No Road Expedition trekking heading for the
iconic Kokoda Track .. the ninth was a tour guide.

The plane wreckage has been found near the village of Isurava in dense and rugged terrain
.. and a local search party is already on its way.

Another two search teams are being launched from Port Moresby to speed up the rescue.

CANBERRA, Aug 29 AAP - Solariums will have to display signs warning of the danger of
skin cancer after a Federal Court ruling today.

Tanning salon operators could be jailed for contempt of court if they do not post the
warnings, advising customers that solarium use has been linked to an increased risk of
skin cancer.

The signs will also have to tell customers that tanning does not protect the skin from
sunburn, that skin damage caused by ultraviolet light may not be repaired by the body's
skin repair mechanisms, and that damage can be caused without sunburn.

The rulings are a victory for the family and friends of Melbourne woman Clare Oliver,
26, who died of skin cancer last year.

Ms Oliver believed her cancer was caused by her visits to solariums and used her dying
months to warn against using them.

The Australian Competition and Consumer Commission (ACCC) took the Australian Tanning
Association (ATA) and two companies - Body Bronze International Pty Ltd and Tropical Sun
Industries Pty Ltd - to court for breaches of the Trade Practices Act.

The ACCC claimed the companies had engaged in false, misleading and deceptive conduct
in relation to the promotion of solarium use.

Justice Ray Finkelstein granted injunctions restraining salons from making false and
misleading claims about the safety of tanning.

He also ordered the ATA and tanning franchises to publish notices in salons and on
websites warning that tanning damages skin.

ACCC chairman Graeme Samuel welcomed the ruling, and said it was notable given the
health message that should be passed onto the Australian community.

Mr Samuel said the court declared that the companies did not reveal that the use of
solariums would lead to an increased risk of skin cancer and skin damage.

The public needed to heed the court's ruling "very carefully and keep in mind that
the court has declared them (the solarium claims) to be false or misleading," he said.

WA: Mother's own abuse a factor in killing of baby girl: Judge

PERTH, Dec 17 AAP - Childhood abuse suffered by a woman who fatally shook her four-month-old
daughter had reduced her own ability to care for her child, a WA Supreme Court judge said
today.

Jean Garvey, 25, was today sentenced to five years in prison for the manslaughter of
her infant girl Jessicarose (Jessicarose), who died from brain injuries in July 2003.

The court ordered Garvey be eligible for parole after three years.

WA's Supreme Court heard a catalogue of injuries suffered by the baby at the hands
of her mother, culminating in the fatal brain injuries inflicted on July 4.

Garvey had been due to defend a murder charge in court last month, but admitted the
lesser charge of manslaughter on day one of the trial.

Justice Lindy Jenkins today said it was tragic that Garvey, who was homeless and unemployed,
had not received the community support she needed, despite visits from WA's welfare authorities.

"There are few things that are more of an affront to the senses of decent people than
the violent death of a baby," Justice Jenkins said.

"If there is a lesson to be learnt from the tragedy of Jessicarose's death it is that
as individuals and a community we cannot do too much to support parents and their babies."

The court was told that the state's Department of Community Development had received
three separate reports of abuse of the child, while a GP who saw the baby told Garvey
she was doing a good job as a parent.

The post-mortem examination later revealed a spiral fracture of the arm, three rib
fractures at various stages of healing, a broken collar bone, two leg fractures and three
different brain injuries.

Justice Jenkins said Garvey's own neglected childhood, and the fact she had had no
parental role models herself, reduced her moral culpability for the crime.

"Your upbringing and the circumstances in which you found yourself ... meant your ability
to care for your baby was significantly compromised," Justice Jenkins said.

Garvey's lawyer Sheila Amsden said her client had been let down by welfare authorities.

"Ms Garvey is and was a child of neglect and what is normal behaviour from what she
knows from her background in this case was maltreatment," Ms Amsden said.

"She was always going to be a high-risk mother ... who would appear to have fallen
through the cracks of the welfare system."

Prosecutor Paul Yovich said Garvey had committed "the ultimate breach of trust" by
killing her daughter.

"One can hardly imagine a more terrible thing for a mother to have to face up to than
having killed her child," Mr Yovich said outside court.

"(The case) points to how difficult it is to know when a child is being abused, because
a child can't speak to say what is happening to it."

Justice Jenkins backdated Garvey's sentence to the time of her arrest in September
2003, meaning she could be released from prison in 21 months.

CHURCH NETWORK HELPS BUILD KINGDOM

On the Internet, every house of worship can find a home.Houses of Worship, a World Wide Web site, is where the churches of North America, all 330,000 or so of them, can find a free Web home page of their own.

The churches are already listed on blank home pages that a congregation can fill in.

The ambitious project is underwritten by the New York-based American Bible Society, using the technical expertise of OnTV, a Web site developer that worked with the Pittsburgh Leadership Foundation to first launch the project in that city.

The Leadership Foundation has regional affiliates throughout the country, including one based in Chicago, and is helping to spread the word.

A list of congregations by city is pinpointed by ZIP code.

Aurora includes 86 entries for congregations.

Seven local churches have already used the home pages furnished by Houses of Worship.

The Rev. Roger Thomas, pastor of First Christian Church, attended a seminar in Chicago last month that introduced him to the Web-based project.

Thomas, president of the Aurora Area Clergy Association, is now spreading the word in the area.

"Some of our folk had been talking about it, reading about it," said Thomas.

"So that was on our radar screen, and I noticed this seminar information."

The site for each church includes pages for a message from the minister, schedule of services, youth activities and needs and resources.

Churches which already have a page can link to the Houses of Worship, giving them another access point on the Web.

The number of churches in the U.S. and Canada -- Mexico is being added -- which have used the Houses of Worship project is approaching 10,000, said Webmaster Alan Freed, of the Pittsburgh-based OnTV. Project organizers have been working in selected regions, including Chicago, and plan a national rollout of their effort in the spring, working with the major denominations.

"We really haven't begun yet," said the Rev. John Stahl-Wert, national director of the project at the Pittsburgh Leadership Foundation.

The foundation's aim is to develop a network for churches and their resources.

The Bible Society's interest is to have an electronic distribution network that can help it build partnerships.

The combination of organizations links many diverse people in a faith-based venture.

"People have seen it as a way to dialog," said Gary Nederveld, executive director of the MidAmerica Leadership Foundation in Chicago.

"What's nice about the Internet is it allows people to cross race and cultural differences."

Potential for partnerships

The project has some limitations.

The originators admit the database they used to develop the list of churches was incomplete.

But churches can be added by contacting the site Webmaster.

So far, says Freed, the response from those already involved has been "overwhelmingly positive." A continent-wide network of churches offers great potential for partnerships and sharing.

"It puts the religious community well ahead of what's being done out there," said Aurora pastor Thomas.

Shakira's popularity has been gradually growing since August, with search traffic jumping by about 50 percent over the past two weeks. Detail-rich satellite images of landscapes and road networks will now be available quicker on the Internet, thanks to a new service called GISimages from the "Online Web Shop" of Swedish company SSC Satellitbild. All satellite images are ortho-corrected and can be used directly with geometrical reliability in a GIS (Geographic Information System).

"This service gives up-to-date information about the status of the landscape and any changes in it. This is especially valuable in agriculture and forestry, in road network planning and in local and regional outline planning", says Per Zeidlitz at SSC Satellitbild in Sweden. The new web service (http://www.ssc.se/sb.webshop1.htm) means that the images, which have a resolution of 20 metres, can be made available quicker and cheaper than before. "Images arrive on CD-ROM a few days after ordering", says Per Zeidlitz.

Users of GISimages can choose between purchasing entire satellite images (EasyScene) or extracts in the form of map sheets divided up on the basis of the national cartographic system (EasyMap). All images can be previewed in low-resolution format directly on the screen. There is also a choice of different levels of processing for colour reproduction and contrast range. All satellite images are ortho-corrected using the 50-metre-grid terrain model of the National Swedish Land Survey Agency (Lantm teriverket). This is to eliminate eventually parallax errors in image data. As a result, images from GISimages can be used directly and with geometrical reliability in a GIS (Geographic Information System).

"At present, the system only contains images of Sweden, but our aim is to build up an image bank of easily accessible images from different parts of the world," says Per Zeidlitz. SENATOR VARGAS' BILL TO ENCOURAGE REPORTING OF ELDER ABUSE HEADS TO ASSEMBLY FLOOR.

SACRAMENTO, CA -- The following information was released by the California State Senate, Majority Caucus:

The State Assembly Committee on Aging and Long Term Care has voted 5 - 0 in support of Senate Bill 718, authored by State Senator Juan Vargas, which would authorize the County of San Diego and counties across the State of California to offer a confidential internet system for reporting instances of elder abuse. SB 718 is now headed to the Assembly Floor.

Currently, mandated reporters, such as licensed health practitioners, must report instances of abuse in a timely manner. Due to the high volume of callers and a recent decrease in personnel due to budget cuts, there can be a lengthy wait before a call is answered on the county's main elder abuse reporting phone line which handles calls from mandated reporters and the general public. In November 2010, it was determined that 27 percent of callers hung up rather than waiting on the line to report abuses, leaving seniors and dependent adults at further risk of abuse.

The secure internet system would require that mandated reporters provide the same information as required in writing or over the phone. This service would be made available at no additional cost to the State of California.

McDowell's collapse left the way open for Swede Alex Noren to take a one shot lead into today's final round after shooting a level par 71.

And chasing him closest, a shot back, will be another Swede Peter Hanson and Denmark's Anders Hansen.

No talks yet on Russia diplomatic ties.

18 AUGUST 2006 KOROR (Pacnews) - Palau's Minister of State Temmy Shmull is not aware of any communication regarding Russia's intent to establish diplomatic relations with Palau. Mr Shmull was reacting to a news report posted on the Internet by Itar Tass News Agency, the official state news agency for Russia, titled "Putin Signs Decree on Diplomatic Relations with Republic of Palau." The report said Russian President Vladimir Putin has approved "the establishment of diplomatic relations with the Republic of Palau." The report added: "The Ministry of Foreign Affairs of the Russian Federation shall hold talks with the Republic of Palau on the establishment of diplomatic relations and sign corresponding documents on the results of the talks." But according to Mr Shmull, "I am not aware of any formal communication from Russia requesting establishment of diplomatic relations with Russia. We haven't had a discussion whatsoever with Russia." Mr Shmull added that Palau has just established diplomatic relations with the Republic of Turkey. Turkey is the 40th country that Palau has diplomatic relations with. "Our official record says that we have a total of 40 countries that we establish diplomatic relations with," Shmull said. Russia is not on the list. Mr Shmull said should Russia express interest to have diplomatic ties with Palau it would go though the same process.

"We will review it and do our assessment before we make a decision," Shmull said. Russia is the largest country in the world in terms of landmass and has the seventh largest population.

IIJ Files Amended Annual Report on Form 20-F including Audited Financial Statements and CEO and CFO Certifications.

Internet Initiative Japan, Inc. ("IIJ"; NASDAQ:IIJI) announced today that it has filed with the United States Securities and Exchange Commission an amended annual report on Form 20-F for the fiscal year ended March 31, 2003 with audited financial statements and the CEO and CFO certifications required by Sections 302 and 906 of the Sarbanes-Oxley Act of 2002.

As has previously been reported, IIJ has received a delisting notice from Nasdaq for noncompliance with Marketplace Rule 4320(c) (12) due to the absence in its previously filed Form 20-F, dated 30th September 2003, of audited financial statements and the CEO and CFO certifications required by Sections 302 and 906 of the Sarbanes-Oxley Act of 2002. IIJ has filed an amended Form 20-F today, as noted above, and is also submitting today a hearing request to Nasdaq to review the delisting determination. As a result, IIJ's securities will not be delisted on October 13, 2003. The delisting will be stayed pending further decision by Nasdaq.

The audit report in respect of IIJ's financial statements as of and for the fiscal year ended March 31, 2003 is qualified as to the equity method net loss, the impairment loss on investment in and deposits for Crosswave Communications, Inc. ("Crosswave") and the related summary financial information of Crosswave for the year ended March 31, 2003 because IIJ has been unable to obtain audited financial statements or other sufficient evidence of the results of operations and financial condition of Crosswave as of and for the fiscal year ended March 31, 2003 to enable IIJ to determine the amount of IIJ's equity method net loss in respect of IIJ's investment in Crosswave.

As was previously announced, during August 2003 Crosswave filed a voluntary petition for the commencement of corporate reorganization proceedings in Japan and Crosswave has not publicly released or otherwise provided to IIJ audited financial statements in respect of Crosswave's fiscal year ended March 31, 2003. IIJ expects its equity interest in Crosswave to be eliminated upon the approval of a reorganization plan or, alternatively, upon liquidation of Crosswave.

In light of IIJ's expectation that IIJ's equity interest in Crosswave will be eliminated as a result of Crosswave's corporate reorganization proceedings, IIJ has made a determination to fully write-off its investment in and deposits for and loans to Crosswave and accounts receivable due from Crosswave. As a consequence, IIJ has reported in its statement of operations an aggregate equity method net loss and impairment loss on investment in and deposits for Crosswave of JPY12.8 billion for the year ended March 31, 2003, of which JPY12.7 billion relates to Crosswave and JPY0.1 billion relates to equity method net loss in other equity method investees. IIJ will also be reporting charges in the current fiscal year ending March 31, 2004 aggregating JPY1.7 billion in respect of loans extended by IIJ to Crosswave in May and June 2003 and accounts receivable due from Crosswave of approximately JPY0.45 billion on sales transactions since the beginning of the current fiscal year. IIJ intends to publicly release revised financial statement data for the first quarter of the current fiscal year reflecting these charges shortly.

Because IIJ has been unable to obtain audited financial statements or other sufficient evidence of Crosswave's results of operations and financial condition as of and for the fiscal year ended March 31, 2003 to enable IIJ to determine on an audited basis the amount of IIJ's equity method net loss in respect of IIJ's investment in Crosswave, IIJ has been unable to precisely allocate the JPY12.7 billion aggregate charge relating to Crosswave described above (comprised of equity method net loss relating to Crosswave and impairment loss on investment in and deposits for Crosswave) between equity method net loss and impairment loss. In the financial statements included in IIJ's amended Form 20-F filed today, the amount allocated to equity method net loss relating to Crosswave is based on unaudited financial information made publicly available by Crosswave prior to Crosswave's commencement of corporate reorganization proceedings, and the impairment loss on investment in and deposits for Crosswave was determined to be the amount required to reduce the carrying value of investments in and deposits for Crosswave at March 31, 2003 to zero. As noted above, the aggregate of these charges was JPY12.7 billion.

If the actual net loss of Crosswave for the year ended March 31, 2003 was higher than the publicly announced unaudited amount (which would increase our equity method net loss and decrease, by a corresponding amount, the impairment loss required to reduce the carrying value of investment in and deposits for Crosswave at March 31, 2003 to zero), the aggregate of our equity method net loss relating to Crosswave plus impairment loss on investments in and deposits for Crosswave would remain unchanged at JPY12.7 billion. This would also be the case if Crosswave's actual net loss was lower than the announced amount. In addition, because this aggregate amount would remain unchanged, our operating loss and net loss for the year ended March 31, 2003, our consolidated balance sheet as of March 31, 2003, and our consolidated statement of shareholders' equity (capital deficiency) and net cash provided by operating activities in our consolidated statement of cash flows for the year ended March 31, 2003 would all be unaffected by any different allocation between equity method loss and impairment loss that may have been required if audited financial statements or other evidence of Crosswave's results of operations and financial condition as of and for the fiscal year ended March 31, 2003 had been available to us.
